WHAT WE DO
SWS Engineering is experienced in providing smart, cost-effective designs while remaining responsive to our client’s needs, and we are always evolving to remain progressive and current with regulations and development standards. As our culture becomes more eco-aware and environmental policies are dictating new stringent and environmentally conscious requirements for development, our staff implements sustainable practices which are sensitive to, and well integrated with surrounding communities and natural features while adhering to progressive development requirements in the most cost-effective way possible.
SWS provides civil engineering design for onsite and offsite infrastructure, grading and improvements for commercial, educational, hospitality, life-science, healthcare, residential and mixed-use projects. Our design experience includes site grading, stormwater treatment, accessibility, drainage and water quality, sanitary sewer and water systems, roadway design and erosion control design. During construction, our professional team works closely with the owner and all others on the design and construction team to ensure the project is completed in accordance with local governing requirements, contract documents, and applicable stormwater treatment and quality standards.

SWS Engineering's professional surveyors are adept at working as value-added members of multi-disciplinary teams.
SWS approaches site planning from a strategic civil engineering perspective. We identify critical factors and design constraints during the early stages of a project in order to help avoid costly impacts in later stages of design. Every effort is made to ensure that a project’s architectural goals and concepts are fully compatible with factors such as infrastructure needs, environmental constraints, flood impacts and stormwater treatment requirements.

Mr. Schweitzer has over 24 years of civil engineering experience in educational facilities, biotechnical, residential, mixed-use, medical office buildings, affordable housing, hospitality, commercial, and public land development design and project management. As President and founder of SWS Engineering, Inc., he oversees all client interaction, project management, quality control, and the in-house company training program.
Michael has managed the design and development of many of our most successful projects, ranging from modernizations and upgrades, to demolition and construction of entire new sites. Projects include: Autumn Terrace, the first LEED Platinum Multi-Family Housing development in California, the SDCCD Mesa College Business and Technology Center, which consisted of the demolition and new construction of a new higher-education expansion on a working campus using the Design-Build delivery method, and Campus Pointe, a biotechnology business park sitting on an expansive 42-acre site in an enclave of UTC adjacent to Torrey Pines. Renovations and expansions include a 22,000sf state-of-the-art subterranean fitness facility enveloped by drought-tolerant landscaping, raised organic garden beds, outdoor seating for the new on-site Brian Malarkey restaurant and another large organic garden to supplement the restaurant’s produce needs.
Prior to starting SWS Engineering, Inc. in 2007, Mr. Schweitzer served as Vice President for a large southern California Engineering firm and was responsible for opening and managing the operations of the Riverside, CA office. He is currently registered as a Professional Civil Engineer in California and Arizona, and he has been involved with many successful projects covering a myriad of market sectors throughout California and Arizona.
When he’s not in the office, you can find Mike practicing his swing at any number of golf courses around town, or on a really good day – Pebble Beach. Even though golf isn’t his actual “career”, it is most certainly a healthy passion. Mike lives in Escondido with his wife, Donna and their three children, Ryley, Grace and Ethan.

Ms. Santucci has over 30 years of civil engineering experience in land development with an emphasis in hydrology, hydraulics, utility design, grading, and current computer design applications. Tracy spent four years on the San Marcos Planning Commission reviewing permit applications ranging from minor business expansions to major subdivisions and also served on the City of San Marcos’ General Plan Advisory Committee. In addition to the invaluable experience of reviewing plans and advising from an agency standpoint, her impeccable ability to think big-picture while paying close attention to complex details makes Ms. Santucci the perfect fit as our Principal in Charge of SWS’ internal QA/QC Program.
Tracy’s recent project experience includes the Palomar College Operations and Maintenance Complex, a Design-Build new construction project on Palomar College’s active main campus; Orange Vista High School in the Val Verde Unified School District, the complete design of a brand new 3,000 student campus on 35 acres of vacant property; and Solutions Housing, a 3-story mixed-use development in Escondido serving San Diego’s homeless population with transitional housing while residents participate in Solutions for Change’s revolutionary rehabilitation program.
Ms. Santucci is a registered Professional Engineer and Qualified SWPPP Developer (QSD) in the State of California and has managed the design and development of many of our most successful projects, ranging from small Tenant Improvement and ADA upgrades/accessibility, to the design of brand new educational, commercial and life science campuses. In addition to her experience and engineering skills, her coordination, management skills and meticulous attention to detail make her an invaluable asset to SWS Engineering’s team and our clients.
Tracy loves to travel in her free time and from Bali to Ireland, she has crossed off many of her bucket list locations around the globe; most recently traveling to Fiji! When she’s not globetrotting or designing projects, we also hear she has devoted hours to perfecting her chili recipe. Get to know her and you might just be lucky enough to try it! Tracy lives in Vista with her husband and their two daughters.

As Vice President of SWS Engineering, Inc., Bree’s efforts are focused on the firm’s Business Development, Brand Awareness, Client & Employee Retention, and Marketing Strategies. With over a decade in the industry and strongly tied to a comprehensive network of industry professionals, her knowledge of upcoming opportunities, project pursuits and teaming successes make her an invaluable asset to SWS, our clients and our development partners.
Her duties include the creation and implementation of the company’s marketing plan, website development, pursuit of new business and ongoing corporate branding and communication. Bree also leads the proposal process from start to finish, collaborating intricately with multi-disciplinary teams and our in-house technical staff. Ms. Wong has been instrumental in the growth of our business by helping to nurture open, collaborative communication between our engineers and clients, and by creating brand awareness in the industry through her relationships and high-caliber involvement in professional industry associations. She has also helped to attract and retain new clientele, and has broadened our reach of diversity in market sectors.
Bree was recognized and awarded with the San Diego Daily Transcript’ 40 Under 40 Award in 2014, was presented with a Ruby at the 2015 San Diego Housing Federation’s Ruby Awards as Volunteer of the Year and was named as CREW San Diego’s Member of the Year in 2016. She was also Nominated for the Society for Marketing Professional Services (SMPS) National Chapter President of the Year Award in 2016, and for Rising Leader of the Year in 2014 by the San Diego Housing Federation, a non-profit organization dedicated to affordable housing advocacy in San Diego.
Bree loves to travel, play music and garden. When she’s not working on a deadline or networking at an industry event you can find Bree exploring the local hiking trails, relaxing at the beach or jamming with fellow musicians. She lives in La Costa with her twin sons, Fiancée and their rescue dogs.
